Joyce gained national recognition when he challenged the government to seek changes to American policy involving the use of military personnel in peace- keeping operations. He subsequently testified before the Senate Armed Services Committee and met with President Clinton.  When the committee’s report was released, government leaders developed & implemented new policies on the use of American fighting forces in peace-keeping activities.  Former Texas Senator Kay Bailey Hutchinson said: “Larry Joyce is one of my heroes.  He made an indelible impression on me when he testified before the Senate Armed Services Committee.  He gave the most compelling testimony that I have heard in all my time on that committee.” (Congressional Record 5-3-99)
